Losing a Job, Incarceration for Not Paying Child Support -but the Child’s Mother is on Welfare

I clearly understand the importance of both parents being responsible for their children but I do not understand why mothers who receive TANF and food stamps continuously march down to the court building and demand that a recently unemployed father be incarcerated for failure to pay child support. I am not taking about a “dead beat” father. I am talking about a father who has consistently supported his child(ren) then lose a job and gets behind in child support. The mothers are not supporting the children the government is so what is the fuss?
The other question I have is how can you pay what you don't have?

Unemployed Fathers Rights to Visitation -Waiver of Court Cost

I have had several fathers call me and say that they went to the court building to file for custody rights so they can have visitations with the their children. Each father stated that they were told they had to pay filing fees. They were unemployed and could not pay the filing fee. Courts in the District of Columbia and the state of Maryland have a process where a person can have they fees waived if they cannot afford the filing fees. I am tired of going down to the court building and having to assist someone with a right they are being denied but clearly entitled to.
